State Transportation Innovation Councils (STICs) have been vital to driving innovation forward.
Since 2014, Federal Highway Administration has distributed roughly $40 million through their STIC Incentive program. The funds are used to help mainstream innovative solutions that advance project delivery and improve the transportation network. In the 10 years since its inception, the top three innovations that have been funded include e-Construction, unmanned aerial systems, and 3D modeling.
Each state, as well as the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and Federal Lands Highway, has a STIC. Every year, the STIC program distributes up to $125,000 to each of the individual councils. The money can be used on one large project or multiple smaller projects. For example, New Hampshire was the first STIC to receive funding in 2014. The state used the funding to advance the use of innovation in three different projects.
